ENGLISH VERSION El 19 de marzo de 2016, la Superintendencia de la Información y Comunicación (Supercom), sancionó de oficio a Canal Uno con una multa de USD 732 por difundir contenido violento, en su noticiero del 12 de enero en horario de 13:30 a 14:30, en el que presentó la noticia sobre una agresión ocurrida en el hospital de Belgorod, en Rusia.
La Supercom concluyó que el medio incumplió el artículo 66 de la Ley Orgánica de Comunicación (LOC) por considerar que “en la noticia se evidenció claramente el uso intencional de la fuerza física, hechos que podrían ser replicados por cualquier persona que observe”. Para la entidad de control la “noticia constituye un ejemplo negativo que podría alentar la réplica o imitación de este tipo de enfrentamientos o conductas, destacando que los programas que se difunden en horario familiar deben orientarse a la educación de este grupo prioritario de la población.”
Durante la audiencia, el representante del medio argumentó que se trató de una noticia internacional y que las imágenes se presentaron en un programa noticioso. También enfatizó en que hay que tratar de evitar la censura en estos temas. El representante de la Superintendencia agregó que en el video emitido se apreció el uso intencional de la fuerza física de un sujeto en contra de otro, por lo que confluyen todos los presupuestos determinados en el artículo 66 para que se pueda calificar ese contenido como violento.
TV channel was sanctioned because of news about a violent incident in Russia
On March 19th, 2016, the Superintendence of Information and Communication (Supercom), through proceedings, charged Canal Uno a fine of USD 732 for broadcasting violent content in its news program of January 12th from 13:30 to 14:30, where it was presented news about an assault occurred in the hospital of Belgorod, in Russia.
Supercom determined that the media outlet infringed Article 66 of the Organic Law of Communication (LOC) for considering that “in the news it was clearly shown the intentional use of physical force, events that can be repeated by any person who sees it”. According to this entity, the “news is a negative example that may encourage the repetition or imitation of that kind of confrontation or behavior, emphasizing that the programs broadcasted during daytime TV should be guided to education of children and teenagers, a priority group of the population.”
During the hearing, the representative of the media outlet argued that it was about international news and that the images were presented in a news program. He also stressed that censorship should be avoided regarding these subjects. The representative of the Superintendence added that in the video in question it could be seen the intentional use of physical force of an individual against another, that is why all the aspects prescribed in Article 66 come together to describe that content as violent.
