La difuminación de los rostros en la fotografía no fue suficiente para la Intendencia de la Información y Comunicación Zonal 7. Por esa razón, el 19 de julio del 2016, después de un trámite iniciado de oficio, sancionó con una amonestación escrita al diario “Correo”, de Machala (frontera sur), por publicar imágenes y menciones que según su criterio permiten la identificación de menores de edad. Para la entidad, se infringió el art. 10, numeral 2, literal d), de la Ley Orgánica de Comunicación (LOC).
El 8 de julio se llevó a cabo la audiencia. El representante de la Supercom dijo que las fotografías eran de dos adolescentes que “fueron aislados por la presunta tenencia de arma y, aunque en las fotografías se difumina los ojos de los menores, quedaron expuestos otros rasgos faciales que permitirían reconocerlos”. Al concluir aseguró que la nota también “mostró datos, como la edad y los dos nombres, seguidos de las iniciales de los apellidos. Con esos elementos se podría identificar fácilmente a los jóvenes”.
Agency now 'measures' the level of blurring in faces
The blurring of faces in the photograph was not enough for the Administration of Information and Communication for Zone 7. For that reason, on 19 July 2016, after a process initiated ex officio, it sent a written caution to the newspaper "Correo" from Machala (southern border), for publishing images and information that, according to its criteria, enable the identification of minors. According to the entity, Art. 10 paragraph 2, letter d) of the Organic Communication Law (LOC) was infringed.
The hearing was held on 8 July. Supercom's representative said the photographs were of two teenagers who "were isolated for allegedly being in the possession of a weapon and, although the minors eyes are blurred in the photographs, other facial features that enabled them to be recognized were exposed". He also claimed that the article "included information, such as the age and two names, followed by the initials of their surnames. With these elements the youngsters could easily be identified".
