Radio Estrella 92.1 FM de Guayaquil fue multada este 14 de junio con USD 3660 por comentarios que, la Intendencia Zonal 5 - 8 de la Información y Comunicación, consideró “inapropiados”. A través de un proceso iniciado de oficio, la entidad reguladora concluyó que el medio incumplió con el artículo 65 de la Ley Orgánica de Comunicación (LOC) referente a la difusión de contenidos no aptos para el horario y tipo de audiencia en el programa "La Cantera del Rey", transmitido de 13h00 a 14h30, el 15 de abril de 2016. La Supercom determinó que las expresiones del locutor Hannibal Vela no se adecuaron a la franja horaria familiar en la que se emitió dicho contenido, “especialmente cuando el locutor tras un comentario interpretó el estribillo de la canción ‘La Cabra’”.
El 2 de junio, durante la audiencia ante la Supercom, el representante del medio sostuvo que “la responsabilidad de la infracción fue del locutor del programa “La Cantera del Rey”, el señor Hannibal César Vela Villao, en virtud de haber firmado un contrato de arrendamiento del espacio”. Para concluir negó haber emitido contenidos no aptos para la franja horaria familiar.
Radio station is fined because of announcer's "inappropriate" comments
Radio Estrella 92.1 FM of Guayaquil was fined USD 3,660 on 14 June because of comments that the Intendency of Information and Communication for Zones 5 - 8, considered "inappropriate". Through proceedings initiated ex officio, the regulatory entity concluded that the radio station failed to comply with Article 65 of the Organic Communication Law concerning the dissemination of content unsuitable for the time slot and kind of audience during the program "La Cantera del Rey" broadcasted on 15 April 2016 between 13h00 and 14h30. Supercom ruled that the expressions of announcer Hannibal Vela were not appropriate for the family time slot during which the content was disseminated "especially when the announcer, after making a comment, interpreted the refrain of the song 'La Cabra' ".
On 2 June, during the hearing before Supercom, the radio station's representative argued that "the responsibility for the transgression belongs to the announcer of the program "La Cantera del Rey", Mr. Hannibal César Vela Villao, by virtue of having signed an agreement to lease the space". He also denied having broadcasted content not suitable for the family time slot.
