Diario El Universo publicó bajo protesta cuatro réplicas y rectificaciones impuestas este 17 y 18 de junio por funcionarios estatales. Todas ellas llegaron a la redacción previamente diagramadas y tituladas. El periódico aseguró, en cada una de las notas impuestas, que se vio en la obligación de publicarlas para evitar nuevas multas de la Superintendencia de la Información y Comunicación (Supercom) que comprometen la economía del diario.
El primer pedido de rectificación fue impuesto por la Corporación Nacional de Telecomunicaciones CNT y se publicó el 17 de junio bajo el título “CNT restableció servicio +desde la primera semana luego del sismo”, en contraposición de una nota que publicó El Universo titulada: “Siete semanas sin servicio de CNT por terremoto”.
En seis columnas, la empresa pública aseguró, refiriéndose a la nota difundida por el medio, que “Si bien hay contrastación de fuentes y verificación de datos, carece de precisión, sobre todo, en su titular que denota una falta generalizada de servicios por parte de CNT, lo que es falso. En ese sentido, también se acusó al medio de que el titular afecta la imagen de CNT.
El resto de réplicas y rectificaciones se publicaron en la edición del 18 de junio. Diario El Universo sacrificó una página completa (A4) para publicar una réplica del gerente general de Petroecuador, Pedro Merizalde, a pesar de que el 8 de junio ese diario ya había publicado una réplica similar por la nota periodística titulada: “Ecuatorianos recibieron comisión por crudo prevendido a Petrochina”, del 6 de junio.
En la réplica de Petroecuador se acusó al diario de mentir, al publicar de la existencia de supuestos intermediarios que cobrarían una comisión de hasta un dólar por barril. Hecho que Merizalde negó en su escrito.
En esa edición, el medio también sacrificó cuatro columnas y un cuarto de página para publicar una rectificación del Servicio de Rentas Internas (SRI) a pedido de Paola Hidalgo, subdirectora general de desarrollo organizacional de esa entidad, por la nota del 6 de junio titulada: “Alza del IVA es otra razón para ir a Ipiales”.
Para el SRI, “el titular del periódico es tendencioso y busca rechazar la medida temporal del alza de 2 puntos del IVA…” Esa entidad también cuestionó que el desarrollo de la noticia presenta “información incompleta y parcializada”.
Finalmente, El Universo sacrificó tres columnas adicionales de sus páginas para publicar una réplica de Ricardo Patiño, Ministro de Defensa Nacional por la nota: “Polémica por ascenso de un oficial de la Armada” del pasado 13 de junio. Al igual que el resto de réplicas, esta llegó redactada y diagramada. En ella, el Ministro afirmó que “as absolutamente falso que el ascenso del Capitán de Navío, Lenin Sánchez pueda perjudicar a los oficiales de la siguiente promoción, pues este año no hay Capitanes de Navío que califiquen para el ascenso a Contralmirante”.
Estas acciones ocurren después de que el presidente Rafael Correa instruyera a los funcionarios públicos en una reunión realizada el pasado 10 de junio y presentada como el “Consejo de Autoridades del Ejecutivo Desconcentrado, Gobernadores, Jefes y Tenientes políticos del Ecuador” que deben dedicarse a replicar todas las críticas que hagan los medios de comunicación.
El Universo publishes under protest four replies and rectifications imposed by officials
The newspaper El Universo published under protest four replies and rectifications imposed on 17 and 18 June by State officials. They were all sent to the press room previously laid out and headlined. The newspaper stated, in each of the pieces imposed, that it was forced to publish them to avoid further fines from the Superintendency of Information and Communication (Supercom) that compromise the newspaper’s economy.
The first rectification was imposed by the National Telecommunications Corporation CNT and was published on 17 June under the headline «CNT restored service + from the first week after the earthquake», refuting the article published by El Universo under the headline: «Seven weeks without CNT service due to earthquake».
In six columns, the public company said, referring to the article released by the newspaper that «Although the sources have been checked and the information verified, the article lacks precision, especially the headline, which indicates a general lack of services by CNT, which is false. It also accused the newspaper of affecting CNT’s image with that headline.
The other replies and rectifications were published in the edition of 18 June. El Universo sacrificed a full page (A4) to publish a reply from the general manager of Petroecuador, Pedro Merizalde, despite the fact that on 8 June the newspaper had already published a similar reply to the newspaper article titled: «Ecuadorians received commission for crude oil pre-sold to PetroChina,» on 6 June.
In Petroecuador’s reply, the newspaper was accused of lying by publishing the existence of alleged intermediaries who would get a commission of up to one dollar per barrel. Merizalde denied this in his note.
On that day the newspaper also sacrificed four columns and a quarter page to publish a rectification sent by the Internal Revenue Service (SRI) at the request of Paola Hidalgo, deputy director of organizational development of that entity, of the article published on 6 June titled : «VAT raise is another reason to go to Ipiales».
For the SRI, «the newspaper’s headline is tendentious and aims to reject the temporary raise of 2 points in the VAT…». The entity also stated that the article presented «incomplete and biased information».
Finally, El Universo sacrificed three additional columns of its pages to publish a reply by Ricardo Patiño, Minister of National Defence, to the article: «Promotion of a Navy officer causes controversy» of 13 June. Like the rest of replies, this one also arrived already drafted and laid out. In it, the Minister stated that «it is absolutely false that the promotion of Navy Captain, Lenin Sánchez may harm the officers of the next promotion, because there are no captains this year who qualify for promotion to Rear Admiral».
These events have occurred after President Rafael Correa instructed public officials at a meeting on 10 June, presented as the «Public Authorities Board of the Decentralized Executive, Governors, Heads and political Lieutenants of Ecuador», that they must reply to every criticism made by the media.
