La estación televisiva Teleamazonas deberá pagar una multa de USD 7320 por haber difundido un caso de un menor de edad y la presunta paternidad del futbolista Wilson Carabalí en el programa de farándula "Jarabe de Pico", el pasado 15 de marzo de 2016. La Superintendencia de la Información y Comunicación (Supercom) emitió la sanción de oficio el 30 de mayo por considerar que el medio incumplió con lo establecido en el artículo 30, numeral 4 de Ley Orgánica de Comunicación (LOC), respecto a la circulación restringida de información acerca de las niñas, niños y adolescentes que viole sus derechos según lo establecido en el Código de la Niñez y la Adolescencia.
La entidad estatal determinó que el programa de farándula del medio de comunicación "identificó e individualizó al menor" y que “al mostrar mediáticamente el conflicto familiar de un menor, como en este caso el reconocimiento del padre y su manutención, se deja expuesto al niño a una alteración psicológica, en razón del sufrimiento que causa la confrontación entre los progenitores”.
El representante del medio, durante la audiencia ante la Supercom, rechazó el proceso administrativo por considerar que “no se ha violado ningún derecho del niño, de acuerdo a lo que dice el Código de la Niñez y Adolescencia o la LOC”.
Argumentó también que “ni el nombre del menor ni su imagen se proyectaron, pues este apareció de espaldas y con el rostro difuminado”. Por último se enfatizó que “la madre del niño permitió que el caso se conociera con el fin de que su hijo pueda tener una familia, como lo establece el artículo 21 del mismo Código”. Por su parte el representante de la Supercom, quien se ratificó en el reporte interno, aseguró que “el canal mencionó el nombre del menor y los apellidos de la madre y del presunto progenitor, lo cual posibilitó su fácil identificación”, poniendo en riesgo así al menor.

Teleamazonas TV station must pay a USD 7,320 fine for disseminating a case involving a minor and the alleged paternity of soccer player Wilson Carabalí in showbiz program "Jarabe de Pico" on 15 March 2016. The Superintendency of Information and Communication (Supercom) issued the fine ex officio on 30 May after ruling that the TV station failed to comply with the provisions of Article 30, paragraph 4 of the Organic Communication Law (LOC) regarding the restricted circulation of information about children and adolescents that violates their rights, as set out in the Children and Adolescents Code.
The state agency determined that the media outlet's showbiz program "identified and individualized the minor" and that "by showing a minor's family conflict in the media, in this case the father's acknowledgment of his paternity and child support, leaves the child exposed to a psychological disorder, because of the suffering caused by the confrontation between his parents".
During the hearing before Supercom, the TV station's representative rejected the administrative process on the grounds that "there has been no violation of the child's rights, according to the provisions of the Children and Adolescents Code or LOC". He also argued that "neither the minor's name nor his image were projected, as he appeared looking away from the camera and his face was blurred". Finally he emphasized that "the child's mother allowed the case to be known so that her son could have a family, as established by Article 21 of the same Code". Meanwhile, Supercom's representative, who ratified the internal report, asserted that " the TV station mentioned the child's name and the mother's and the alleged father's surnames, enabling his identification", thus putting the minor at risk.
