ENGLISH VERSION El 16 de marzo de 201, el noticiero radial NotiHoy, debió dar paso a una “réplica” del Ministerio Coordinador de Seguridad. Esa cartera de Estado expresó su rechazo por la lectura que se dio a una nota publicada por diario El Universo por considerar que le “falta rigurosidad e investigación” y porque dice “verdades a medias”. La nota, leída en Radio Centro, fue publicada el 8 de marzo bajo el título “Contraloría observó contrato de empresa china para el 911”. Para el Ministerio Coordinador, se irrespetó a los públicos por “omitir información relevante” para complementar dicha noticia.
En ese sentido, la carta de réplica, de cuatro páginas continuó con la descalificación al periódico e insistió en que “la falta de rigurosidad y contraste, envidenciados a lo largo de toda la nota de El Universo, no considera la vocación de servicio de ECU911, reflejado en salvaguardar la vida humana, que no sabe de intereses particulares y ‘errores’ periodísticos”.
La nota original, de no más de una página de extensión, se refería a que la Contraloría General del Estado ha examinado al momento tres contratos de la empresa china CAMC Engineering, entre ellos el que suscribió con el Ministerio Coordinador de Seguridad Interna y Externa en diciembre de 2011 para la construcción de centros ECU-911. También se aseguró que dicha empresa es indagada por la Asamblea Nacional de Bolivia porque una de sus principales ejecutivas en ese país y exnovia del presidente Evo Morales, Gabriela Zapata, fue acusada de un supuesto tráfico de influencias.
El Universo ya publicó esta misma réplica el pasado 11 de marzo y aclaró en una nota de la redacción que el reportaje se basó en un examen especial que realizó la Contraloría.
Ministry replied to a news radio program because of broadcasting information from a newspaper
On March 16th, 2016, the news radio program NotiHoy had to broadcast a “reply” of the Ministry of Coordination for Security. This State body expressed its rejection towards the reading of an article published by the newspaper El Universo for not considering that it “lacks accuracy and research” and because it tells “half-truths”. The article, read in Radio Centro, was published on March 8th under the heading “The Comptroller analyzed a contract with a Chinese company for ECU-911”. According to the Ministry of Coordination, the civil servants were disrespected since “relevant information was omitted” for completing that news story.
In that sense, the letter of reply of four pages long continued discrediting the newspaper and insisted on “the lack of accuracy and the proper cross-check of the facts throughout the text of El Universo. It does not consider the vocation of the service ECU911, which is reflected on the protection of human life and that does not know any particular interest or press ‘mistake’ ”.
The original news story, no more of one page long, referred to the Comptroller General of the State and its analysis of three contracts, until that moment, with the Chinese Company CAMC Engineering. Among the contracts, it was the one signed with the Ministry of Control for Internal and External Security in December 2011 for the construction of centers ECU-911. Besides, it was claimed that the Chinese Company which is under investigation by the Bolivian National Assembly because one of the main executives in that country and exgirlfriend of President Evo Morales, Gabriela Zapata, was accused of alleged influence-peddling.
El Universo published the same reply on March 11 and clarified in an editor’s note that the article was based on a special examination carried out by the Comptroller.
