El periodista Juan Alcívar, corresponsal de diario La Hora en La Concordia, provincia de Esmeraldas, fue víctima de actos intimidatorios por parte de policías, quienes le advirtieron que tomarán acciones legales en su contra. Esto ocurrió tras la publicación de una nota periodística titulada “Policías reclaman fondos de reserva”, que recogía testimonios de varios uniformados de esa zona, quienes expresaron su preocupación por no recibir la devolución de sus fondos desde enero de este año.
En diálogo con Fundamedios, Alcívar narró que las acciones intimidatorias ocurrieron después de una rueda de prensa, cuando un Coronel, director de la zonal, acompañado de dos uniformados se le acercó para conversar. “Me tenían perfectamente identificado”, expresó Alcívar.
Según el periodista, el Coronel le expresó que la nota periodística, publicada el pasado 9 de julio, había generado malestar y que esto perjudicaba su imagen. Le advirtió también con tomar acciones legales en su contra o en contra del medio. Alcívar comentó que los uniformados le informaron que pedirán su “colaboración” para una investigación interna que iniciaron tras la publicación de la nota, a lo que él accedió recordándoles que su deber es preservar la reserva de sus fuentes.
Antes de esto, el mismo día de publicada la nota, Alcívar recibió una llamada de un periodista que se identificó como reportero del medio en manos del Estado GamaTV, quien le pidió los contactos y los nombres de los uniformados que dieron su testimonio para la nota, aunque tras consultarles, ninguno quiso hablar con ellos, apuntó el periodista. A esta llamada se suma otra ocurrida el mismo día de la rueda de prensa, por parte de un Inspector de policía quien le manifestó que quería conversar con él.
El comunicador aseguró que la nota se realizó con el testimonio de al menos 15 uniformados, quienes, a través de declaraciones anónimas, han coincidido en los hechos en torno al impago en los fondos de reserva.

Journalist Juan Alcívar, a correspondent for the newspaper La Hora in La Concordia, Esmeraldas province, was the victim of intimidation by police officers, who warned that they will take legal action against him. This followed the publication of a newspaper article titled "Police officers demand reserve funds", which included the testimonies of several members of the police in that area, who expressed concern about not receiving a refund since January this year.
Speaking with Fundamedios, Alcívar said that the intimidatory actions occurred after a press conference, when a colonel, director of the zone, accompanied by two soldiers approached him to talk. "They knew exactly who I was", said Alcívar. According to the journalist, the colonel said the newspaper article, published on 9 July, had caused unrest and that this affected his image. He also warned the journalist that they would take legal action against him or the newspaper. Alcívar commented that the police officers informed him that they will ask for his "cooperation" in an internal investigation that began after the publication of the article, to which he agreed reminding them that it is his duty to preserve the confidentiality of his sources.
Before this, on the same day the article was published, Alcívar received a call from someone identifying himself as a reporter for the State held outlet GamaTV, who asked for the contact information and the names of the policemen who gave their testimony for the piece, but after consulting them, none of them would talk to Gama, said the journalist. There was another call, on the same day as the press conference, by a police inspector who said he wanted to talk to Alcívar.
The journalist claimed the article was written with the testimony of at least 15 police officers, who, through anonymous testimonies, have agreed on the facts about the non-payment of the reserve funds.
