El 25 de marzo de 2015, Belford Cerna, periodista del semanario La Crónica y presentador en el canal local RTV en la ciudad de Vinces- ubicada a 360 Km de Quito-, sufrió un atentado a su integridad física tras una persecución policial. Esta se habría dado por parte de un agente vestido de civil, quien lo habría confundido con un delincuente, según la versión oficial. El comunicador considera que se trata de un acto intimidatorio y una represalia por los comentarios críticos que ha hecho sobre supuestos abusos policiales en la zona.
En diálogo con Fundamedios, el periodista aseguró que el hecho ocurrió en horas de la noche cuando se dirigía al canal donde labora como presentador de noticias. Tras abordar una tricimoto, narró que un motociclista –policía vestido de civil con una camiseta y una bermuda- se puso en paralelo y lo apuntó con un arma. Él, creyendo que se trataba de un sicario, se lanzó del vehículo en movimiento hacia la vereda, mientras la persecución continuó.
Según su versión, la misma que consta en la denuncia presentada a las autoridades, se escucharon dos disparos al aire y la persona con el arma le dijo que se recostara a la pared o sino lo mataba. Tras esto, llegaron varios policías y lo esposaron, mientras los ciudadanos testigos del hecho intercedían por el periodista. “Me atacaron como un delincuente, eso no podemos soportar que la policía actué de este modo”, cuestionó Cerna, quien finalmente fue liberado.
Según la versión del jefe provincial de la Policía Judicial, Jorge Flores, en declaraciones para diario La Hora, se realizaba un procedimiento donde se buscaba la detención de un delincuente requerido por la justicia. Para el periodista, este hecho constituye un abuso por parte de la policía, puesto que no entiende cómo se intentó detenerlo sin una orden de captura y, menos, por parte de un policía vestido de civil . También confesó que no entiende cómo lo pudieron haber confundido por un delincuente peligroso y armar un operativo de esta manera, por lo que ya denunció a la Fiscalía para que se investigue el hecho que recibió el rechazo de la población a través de una marcha pacífica en apoyo al comunicador.
Cerna comentó que lo ocurrido podría tener relación a un reportaje que publicó en el semanario el pasado 22 de diciembre bajo el título “Los agentes del orden poniendo el desorden” en donde se denunció que ciertos policías incumplían normas que ellos exigen a los ciudadanos y se publicaron imágenes. Para ese entonces, Cerna recibió amenazas a la semana de haber publicado la nota. También comentó que escribió dos artículos de opinión cuestionando el actuar de ciertos elementos policiales, lo que podría haber generado molestias.
Journalist intimidated in confusing incident with police
On March 25th, 2015, Belford Cerna, journalist for weekly newspaper “La Crónica” (“The Chronicle”), and local RTV presenter in the city of Vinces (360 km from Quito), suffered an attack threatening his physical safety after being pursued by police. This was perpetrated by a police agent dressed as a civilian, who, according to the official version, had confused him with a criminal. Cerna believes that this was an act of intimidation and reprisal because of his criticism of alleged police misconduct in the area.
In a conversation with Fundamedios, the journalist asserted that the act occurred at night while he was on his way to the channel where he works as a news presenter. After getting into a moto-tricycle, he recounted that a motorcyclist—a plainclothes police officer dressed in a t-shirt and shorts—pulled up alongside him and aimed a gun at him. Cerna, believing that this was an attempt on his life, jumped from the moving vehicle toward the sidewalk, while the chase continued.
According to his version, the same as was presented in the complaint filed with the authorities, two shots were heard and the person with the firearm told Cerna to get against the wall or he would kill him. After this, various police officers arrived and he was handcuffed, while eyewitnesses to the event interceded for the journalist. “They attacked me like a criminal; we can't put up with the police acting this way,” said Cerna, who was finally released.
According to Provincial Police Chief Jorge Flores' version, in a statement to newspaper La Hora, a procedure was being carried out in order to detain a criminal wanted by the authorities. To the journalist, this act constitutes police misconduct, since he does not understand how they attempted to detain him without an arrest warrant, and by a plainclothes police officer much less. He added that he does not understand how they could have confused him with a dangerous criminal and undertake an operation in this way. For this reason he has filed a complaint with the Attorney General in order for the office to investigate this incident, which was rejected by citizens through a peaceful march in support of Cerna.
Cerna commented that what happened could be related to a report that he published in the weekly publication on December 22nd titled “Agents of order causing disorder,” in which he denounced the fact that certain police officers did not comply with the same standards that they demand of citizens, and images were published. Cerna received threats within a week after the article was published. He also commented that he wrote two editorials questioning the actions of certain police personnel, which could have generated annoyance.
