La mañana del 14 de marzo de 2016, el Secretario de la Administración Pública, Pedro Solines y la Ministra de Salud, Margarita Guevara se tomaron cerca de una hora y cuarto del programa de entrevistas de Exa-Democracia para dar su réplica en vivo, por una entrevista que dio el exasambleísta Enrique Herrería en días pasados y en donde se topó el tema de la deuda que, según SOLCA (organización que atiende a enfermos de cáncer) tiene el Estado con esa entidad.
Solines aseveró que su comparecencia es para expresar el malestar y el rechazo a declaraciones dadas por el entrevistado Herrería y por la forma en la que el periodista y director de ese espacio, Gonzalo Rosero, “asintió” respecto de dichas declaraciones “Consideramos que el ejercicio de la libertad de expresión tanto por las personas que puedan ser entrevistadas por el medio, como la suya con sus postulados que es de hacer periodismo e interpretación debe hacerse dentro de ciertos cánones, de ciertas reglas que sean basadas en la verdad. No en la elucubración, no en la manipulación…”, apuntó el funcionario.
En ese sentido, reiteró que en dicha entrevista “se dio información inexacta, que se indujo a la ciudadanía o a los que escuchan este programa a errores” y aseveró que tanto entrevistado como entrevistador mintieron. “Si alguien en esta entrevista dice eso y usted asiente en eso, él miente y discúlpeme con todo respeto usted también”. Herrería se había referido a unas declaraciones dadas por el presidente Correa, cuando aseguró que era jefe de todas las funciones del Estado.
Al respecto, Rosero pidió a Solines rectificar dicha afirmación. “Mi aquiescencia es de cortesía. A usted le hago unas señas o le digo alguna palabra: ‘claro’, ‘evidente’. Cuando yo simplemente lo hago por cortesía no estoy yo sumándome a lo que manifiestan mis invitados. Imagínese lo que eso constituiría. Y en nuestras prácticas de periodismo en vivo, usted tiene que mantener siempre una conexión con el entrevistado. Estoy yo dándole mi aquiescencia (…) pero no me haga responsable de cosas que yo nada tengo que ver (...) si usted no quiere rectificar es su problema. Pero déjeme por lo menos aclarar esto a la ciudadanía, que no me hace falta aclarar en demasía porque conocen cómo es Gonzalo Rosero y con eso me falta y me sobra, así es secretario. Tengo derecho también a replicar algunas cosas que están desproporcionadas desde mi punto de vista.”, contestó el periodista.
Tras esto, la Ministra de Salud, Margarita Guevara, corroboró y ratificó las afirmaciones de Solines y aseguró que se reunió con el directorio de SOLCA con el fin de garantizar la atención de salud de los pacientes oncológicos y les advirtió que “si no aclaran las deudas con cada uno de los sistemas y subsistemas y prestadoras y aseguradoras privadas,no se reunirá nuestro señor Presidente y con justa razón.”
Two public servants used an hour and a half of a radio live program and discredited it
On March 14th, 2016, the Secretary of Public Administration, Pedro Solines and the Minister of Health, Margarita Guevara used almost an hour and a half of the interview program of Radio Exa-Democracia in order to give their reply live for an interview given by the ex-assembly member Enrique Herrería a few days ago in which it was broached the issue about the debt that, according to Solca (organization for the treatment of cancer), the government has with it.
Mr. Solines stated that his appearance was to express his discomfort and rejection towards the statements of the interviewee Herrería and the way how the journalist and director of that program, Gonzalo Rosero, “assented” regarding those statements “We consider that the exercise of freedom of speech of the people that can be interviewed by the media outlet and his exercise considering his functions of practicing journalism and interpreting should be made within certain canons and rules based on the truth. And not on imaginings, not on distortion …”, pointed out the civil servant.
In that sense, he reiterated in the interview in question that “it was given inaccurate information, which led citizens or those who listen to this program to mistakes” and he affirmed that the interviewee as well as the interviewer lied. “If someone in the interview says that and you assent it, he lies, and, excuse me, with all due respect, you lie too”. Herrería had referred to the statements given by President Correa when he claimed that he was the head of all the functions of the State.
Regarding that, Rosero asked Solines to rectify that affirmation. “My acquiescence is mere courtesy. I make some signs to you or I tell you any word: ‘of course’, ‘evident’. What I only do as courtesy does not mean that I agree with what it is said by my guests. Imagine what it would be. And in our practice of journalism live, you always have to maintain a connection with the interviewee. I am giving to you my acquiescence (…) but do not make me responsible of things I have nothing to do with (...) if you do not want to rectify, that is your problem. However, let me at least clarify this to citizens that actually I do not need to clarify too much because they know who Gonzalo Rosero is and that will do, that’s enough, it is like that mister secretary. I also have the right to reply some aspects that are out of proportion in my opinion” answered the journalist.
After this, the Minister of Health, Margarita Guevara, corroborated and ratified the affirmations of Solines and stated that she met with the board of SOLCA in order to ensure health care of cancer patients and warned that “if they do not clarify the debts with each system and subsystem and private insurance companies, our mister President will not hold a meeting with them and that, with good reason.”
