Diario La Prensa, de la ciudad de Riobamba, recibió este 8 de junio una amonestación escrita por parte de la Intendencia Zonal 3 de la Información y Comunicación por incumplir con el artículo 10, numeral 3, literal k) de la Ley Orgánica de Comunicación (LOC), referente al ejercicio profesional en cuanto a “respetar los derechos de autor y normas de citas” al difundir la información, en su edición del miércoles 6 de abril de 2016.
La entidad Estatal, que inició el trámite de oficio, determinó la responsabilidad administrativa del medio. Además, se le recordó la obligación de ejercer prácticas que aseguren el pleno ejercicio de los derechos de la comunicación. Durante la audiencia, el representante del periódico sostuvo que “el medio no contravino la LOC ni la Constitución, menos aún normas deontológicas”. Por su parte, el representante de la Supercom ratificó la validez y conclusiones del reporte interno, en el cual se señaló que es deber del comunicador social respetar los derechos de autor y normas de citas.
Newspaper is cautioned for failing to quote correctly
Diario La Prensa from the city of Riobamba received on 8 June a written caution from the Intendency of Information and Communication for Zone 3 for failing to comply with Article 10, paragraph 3, letter k) of the Organic Communication Law (LOC) concerning professional practice in regard to "respecting copyright and quoting rules" when disseminating information, in its edition of Wednesday 6 April 2016.
The State entity, which initiated the process ex officio, established the newspaper's administrative responsibility. In addition, the media outlet was reminded of its obligation to commit to practices that ensure the full exercise of communication rights. During the hearing, the newspaper's representative stated that "the paper did not violate the LOC nor the Constitution, let alone ethical standards". Meanwhile, Supercom's representative upheld the validity and findings of the internal report, which noted that it is the duty of social communicators to respect copyright and quoting rules.
