El 26 de mayo de 2015 diario El Universo dedicó parte de su portada para publicar una rectificación a pedido de la Secretaría de Gestión de Riesgos, María del Pilar Cornejo, quien solicitó se rectifique su propia versión dada en días anteriores, sobre la seguridad a los fieles en la misa que oficiará el papa Francisco en Guayaquil.
El medio aclaró que Cornejo cuestionó el titular: “Gobierno no da garantías a fieles durante misa papal” y publicó lo que la funcionaria quiso rectificar: “No es posible garantizar físicamente la seguridad para el millón doscientos mil asistentes a la misa planificada en el santuario de la Divina Misericordia”. Adicionalmente, en la mencionada rectificación, la cual se destacó en portada sin ningún seguimiento en páginas interiores, se agregó que la Secretaría de Gestión de Riesgos sí dará garantías a los fieles asistentes, por lo que se realiza el mencionado análisis del aforo para la misa papal.
Esta es solo una muestra de varios pedidos de réplica y rectificación que ha recibido el medio. El pasado 27 de mayo, El Universo informó que su defensa decidió abandonar una audiencia desarrollada el pasado 25 de mayo en la Superintendencia de la Información y Comunicación (Supercom) por considerar que no existen garantías al debido proceso.
La entidad de control abrió un expediente contra el medio, tras una denuncia presentada por la Secretaría de Comunicación (Secom) por una supuesta inadecuada aplicación del derecho a la réplica sobre las acciones de la Policía el mes anterior, cuando se produjeron incidentes en el paso de la caravana del presidente Rafael Correa por calles de Riobamba .
Al respecto, el diario detalló que la queja de la Secom se debió a que el medio supuestamente no había respetado el diagrama ni los textos que, hasta en titulares, enviaron al Diario. Hecho que fue rechazado por el medio por considerarla una “intromisión editorial que contraría la Constitución de la República y las leyes vigentes”.
El periódico también mencionó de un segundo caso en el cual la Secom intenta manejar editorialmente el espacio y exigir ante la entidad reguladora de los medios que se respeten títulos y textos enviados por esta, por un reportaje sobre el Instituto Ecuatoriano de Seguridad Social y una supuesta deuda del Estado que ya fue replicado a pedido del Ministro de Finanzas, pero que no satisfizo a la Secom.

On 26 May 2015, the newspaper El Universo devoted part of its front page to publish a rectification at the request of the Risk Management Secretary, María del Pilar Cornejo, of her own version, published some days earlier, of the safety of those who will attend the Mass that Pope Francis will officiate in Guayaquil.
The paper stated that Cornejo questioned the headline: «Government cannot guarantee safety of the faithful during papal Mass» and published the rectification requested by the official: «It is not physically possible to guarantee the safety of the one million two hundred thousand people who will attend the planned mass at the Shrine of the Divine Mercy». Additionally, the rectification, which was published on the front page without any follow-up on inside pages, stated that the Risk Management Secretariat would guarantee the safety of those who attended, and therefore was carrying out an analysis of the seating capacity for the Papal Mass.
This is just a sample of several rectification requests received by the newspaper. On 27 May El Universo reported that its defense decided to leave a hearing held on 25 May at the Superintendency of Information and Communication (Supercom) on the grounds that there were no guarantees of due process.
The control entity took disciplinary actions against the paper after a complaint was issued by the Communications Secretariat (Secom) for the alleged unsuitable implementation of the right to reply regarding an account of the actions of the police the previous month, when incidents occurred as President Rafael Correa’s motorcade went through the streets of Riobamba.
The newspaper explained that Secom’s complaint resulted from the fact that the newspaper had allegedly failed to respect the diagram and the texts, including even headlines, that it had sent to the paper. This was rejected by the newspaper as an «editorial interference that contradicts the Constitution of the Republic and the current laws».
El Universo also mentioned a second case in which Secom attempted to editorially manage space and demanded before the regulatory body that the paper should respect the headlines and texts it had sent regarding a report on the Ecuadorian Social Security Institute and an alleged debt by the State that had already been corrected at the request of the Minister of Finance, but not to Secom’s satisfaction.
